Railway Labor Agreement Legislation Advances to the Senate
Forbes reports that as of Wednesday, Nov. 30, the House has voted to ratify the tentative labor agreement between rail companies and labor unions, in addition to a separate measure that would add paid sick leave to the agreement. The legislation now moves to the Senate, where Sen. Bernie Sanders has threatened to hold up the vote if the upper chamber does not agree to the new sick leave policy.
Owens & Minor initiated a survey of its top suppliers to understand the potential impact of a nationwide rail strike and contingency plans within our supplier network. Although capacity constraints for over the road transportation and some level of supply chain disruption are to be expected in the event of a rail strike impacting transportation across the country, responses suggest that our network is taking steps to prepare and plan appropriately. Responses received indicated that more than half (57%) of our suppliers do not anticipate disruption if a rail strike were to occur. Approximately one third (33%) of respondents noted that they are currently developing or have already developed contingency plans and strategies to help mitigate reliance on intermodal transport, such as either moving from rail to trucking and/or to air freight.
As always, Owens & Minor is taking full advantage of our dedicated truck fleet whenever possible to help minimize the potential disruptions to our customers in the event of a rail strike. Additionally, we have activated our emergency contingency plans, including:
• Leveraging our best-in-class forecasting and demand prediction models to strategically adjust critical inventory volumes across our distribution network.
• Activating the Owens & Minor Emergency Response Team to maintain higher-touch oversight over our contingency operations and further optimize our logistics strategies in real time.
• Securing additional trucking capacity.
• Enacting contingency plans with strategic transportation partners to secure and shift capacity.

Cardinal

Nutritional Delivery

Several products in the Kangaroo nutritional delivery portfolio (primarily Salem sumps and gastrostomy tubes) will be constrained through Summer of 2023 due to a Tyvek raw material shortage.

Suggested alternative products are available. Please work with your Cardinal sales representative to identify potential alternatives.

Suction Canisters

Supply of the Guardian Canister Series is constrained but is expected to meet historical demand with rolling shipments until recovery. Recovery on all canisters will continue through March 2023.

Wound Care Products

Cardinal is experiencing various global supply and manufacturing constraints among many traditional and advanced wound care product lines resulting in rolling backorders.

The anticipated recovery dates are between January 2023 and March 2023. O&M can provide substitutions. Please work with your O&M sales representative.

Sharps Containers

Labor and raw material shortages are causing rolling backorders through spring 2023.

Suggested alternative products are: Cardinal 07158537SA and 071531314886.

PDI

Nice’n Clean® Baby Wipes

PDI has raw material constraints impacting their newborn and unscented Nice’n Clean Baby Wipe products.

Items are currently unavailable until early Q1 2023. O&M can provide substitutions including: MediChoice 1314088202 and 1314088206. Please work with your O&M sales representative to identify potential alternatives.

Prevantics

PDI is releasing orders for Prevantics Device Swab (B19600), Prevantics Device Swab Strip (B123ST) and Prevantics Skin Antiseptic Swab (B10800) but still has limited availability.

Please work with your O&M sales representative for potential alternative products.

Castile Soap Towelettes

Item 4725D41900 is experiencing rolling backorders due to production issues.

Anticipated recovery is through February 2023. Suggested alternative products are: Dynarex, 2072001304 and PDI, 4725U12095.

3M

Chemical Sterile Indicators

Due to global supply chain challenges and raw materials constraints, 3M is experiencing rolling backorders on select sterile indicator SKUs. The affected SKUs are 45091243RE, 450901243A, 450901243B, and 4509001348.

Recovery dates are dependent on SKU, but anticipated for February 2023. Suggested 3M substitutions are: 4509001250, 45092134MM, 4509001250, and 4509001248.

Patient Monitoring Electrodes

Due to global supply chain challenges, 3M is on rolling backorder for patient monitoring electrodes. 3M is prioritizing production on larger sized packs (50 packs for example), as well as prioritized production on a wider range of product codes.

Recovery dates vary by SKU, however, they are between December 2022 and February 2023. Please work with your O&M sales representative to identify the best potential alternative product.

Parenteral Sets

3M has issued a voluntary recall on Ranger Blood Fluid Warming Parenteral Sets that were distributed between March 22 and August 24, 2022 and have a manufacturing date between January 1 and August 23, 2022 due to a manufacturing issue with the auto-venting bubble trap, which may lead to a possible risk of a blood or fluid leak while priming the sets and/or during fluid administration. The affected catalog numbers are 24355 (OM product number 0560024355) and 24370 (OM product number 0560024370).

Transparent IV Site Dressings

3M is experiencing raw material constraints resulting in rolling backorders for several transparent IV site dressings.

Estimated recovery is December 2022. Suggested 3M alternative products are: 4509001685 and 4509001624W.

Surgical Tape

Tapes continue to experience intermittent constraints.

Suggested 3M alternative products are: 45091530S1 and 45091538S2.

B. Braun

Dextrose Solutions

Due to production constraints, supply of X Rx Dextrose Inj 50mL/100mL S51 045 (108851045384) is limited.

A suggested alternative product is: B. Braun 108851045384.

Lactated Ringers Solutions

Due to production constraints, supply of X Rx Ringer Lactated Inj 1000m (10880L7500) is limited.

A suggested alternative product is Baxter 0706B2324X.

GE

Omnipaque and Visipaque Contrast Media

GE is experiencing supply disruptions of Omnipaque and Visipaque contrast media. They have placed their Omnipaque and Visipaque portfolios on allocation while they continue to ramp up production. Allocation quantities have improved for 478100Y542, 478100V562, and 47810Y548I, but the portfolio remains constrained.

DeRoyal

Suction Canisters

Inventory is still currently constrained due to raw materials and production issues, however inventory is improving. To ensure suction canister supply for committed customers, DeRoyal has consolidated production to seven part numbers for the entire suction canister line, temporarily paused production on all canister kits, and moved to pallet-only production to fill distributor orders.

MediChoice

Elastic Bandages

MediChoice is experiencing delays impacting their elastic bandage product line availability.

Anticipated recovery dates are through 2022. Suggested alternative products are available. Please work with your O&M sales representative.

Saline Wound Flush

Production of 1314SWF071 is impacted by a raw material constraint resulting in a service disruption until Q1 2023.

A suggested alternative product is: DermaRite 2846000245.

Endoscopic Anti-Fog Solution

Production of 1314FOG1001 has been impacted by labor, raw materials and sterilizer access issues. All suppliers are currently experiencing these same issues resulting in an industry-wide shortage of Anti-Fog Solution. In lieu of available antifogging agents, some clinicians are choosing to use Scope Warmers to minimize fog on the endoscope lens by warming the device prior to insertion in the body

O&M can provide substitutions, such as MediChoice 1314DLW510. Please work with your O&M sales representative to identify the best potential alternative product.

Antibacterial Ointment

Production of 1314OINT109 and 1314OINT209 has been impacted by raw materials shortages resulting in a sustained service interruption.

Suggested alternative products are: Dynarex 2072001161 and 2072001182.

Stryker Instruments

Surgical Tourniquet Cuffs

Stryker is experiencing extended lead times of their tourniquet cuffs due to raw materials issues.

Stryker expects full recovery in Q2 – Q3 Please work with your Stryker Instruments sales representative to identify the best potential alternative product.

Cement Mixing Accessories

Stryker cites supply chain issues for constraints on their cement mixing portfolio. As a result, they are suspending shipments through distribution.

Medtronic

Grounding Pads:

Valleylab™ REM Polyhesive™ Grounding Pad Electrodes allocation quantities have improved significantly, however supply disruptions continue due to raw material shortages.

Anticipated recovery is through January 2023. Please work with your 3M, Megadyne or ConMed representatives to identify the best potential alternative product.

BD

Blunt Filled Needles

Currently on backorder due to constrained inventory and high customer demand. There is no estimated recovery date at this time.

Suggested alternative products are: Sol-Millennium 5936110022F and Smiths Medical 5858BN1815.

IV Catheter Wing Sets

Currently on backorder due to constrained inventory and high customer demand. There is no estimated recovery date at this time.

Luer-Lok syringes

3mL, 5mL, and 10mL sizes and larger are currently on allocation due to constrained inventory and high customer demand. There is no estimated recovery date at this time.

Flush Syringes

Currently on allocation as a result of Cardinal recall.

Suggested alternative products are: BD, 0723306546 and 0723306547. Orders may potentially be delayed.

Vacutainer Blood Collection Tubes

Blood collection tubes continue to be on allocation with ordering caps in place through 2022. BD recently discontinued ten items that were on a long-term production pause and the remaining paused items are scheduled to resume production in spring 2023. Advanced & Legacy trays are now available to order however, some SKUs are restricted and on allocation.

Dialysis Solutions:

Supply disruptions due to labor issues have prompted dialysate concentrates (liquid acid cases, liquid acid drums, GranuFlo, and bicarbonate—excluding bibag) to be on allocation. Fresenius is also consolidating production from 44 to 20 SKUs.

Suggested alternative products are: Fresenius 2590084078BB, 25900833012, and 2590083251.

Abbott

Adult Nutritional Products

Oral nutrition products are still constrained and are low in inventory levels. An estimated recovery date is Q4 2022 however, Abbott has opened up certain products to go through distribution. A full list of constrained items is listed in the attached letter here.

Children’s Health Care Organizations Request State of Emergency Declaration in Response to RSV and Flu Surges

The American Academy of Pediatrics (AAP) and Children’s Hospital Association (CHA) issued a letter to President Biden on Nov. 14 asking for a declaration of State of Emergency which would allow access to emergency funding, and a waiver of certain Medicare, Medicaid or Children’s Health Insurance Program (CHIP) requirements so that hospitals, physicians, and other health care providers may share resources in a coordinated effort to care for their community.

The letter also calls on the administration to mitigate the supply, equipment and drug shortages that also threaten the ability to provide consistent and reliable care for pediatric patients.

In preparation for and response to the ongoing RSV and influenza surges, Owens & Minor has increased inventory on products such as skin care, respiratory products, needles, syringes, and masks. As a reminder, O&M encourages its customers to check their stock of fluids, pediatric ventilators, oxygen, pediatric intubation supplies, diaper cream, diapers, and pediatric personal protective equipment (PPE) and reach out to their O&M sales representative with any concerns.

Los Angeles and Long Beach Port Backlogs Have Eased

Freightwaves.com reports that the number of ships waiting in the queue at berth in southern California has been reduced to zero. Kip Louttit, executive director of the Marine Exchange of Southern California said in a statement “the container-ship backup for the ports of Los Angeles and Long Beach has ended.”

Despite the easing of congestion in North American ports, hot spots of congestion continue at some ports. As of Nov. 23, the largest east coast backlog was off Savannah, Georgia with 28 vessels waiting. There were 11 ships off the port of Virginia, one off New York/New Jersey, and one off Freeport, Bahamas.
