Market Updates

International Longshore Warehouse Union and Pacific Maritime Association Contract Negotiations

Freightwaves reported that the Presidential Executive Board (PEB), a three-member committee appointed by President Joe Biden, has been hearing testimony from railroads and unions about key issues in their negotiations. PEB Chair Ira Jaffe and members Barbara C. Deinhardt and David Twomey will issue a report by Aug. 16 offering recommendations intended to help both parties make progress toward an agreement. Following the issuance of the PEB’s recommendations, there will be a 30-day cooling-off period for both sides to consider the recommendations, and unions will not be permitted to strike or engage in a work stoppage before the cooling-off period ends.

Healthcare Labor Shortages

HealthcareDive reported that the healthcare industry added 70,000 jobs in July, stating that the industry has nearly recouped all the jobs lost at the start of the COVID-19 pandemic. Concerns remain though, especially as burnout continues to cause challenges with recruitment and retention.

During second-quarter earnings calls, executives at for-profit hospital chains said heightened labor costs and use of temporary staff are abating, though at a slower rate than previously predicted.

Inflation Reduction Act Passed

Healthcare Finance News reported that in a 51-50 vote with Vice President Kamala Harris as the tie-breaker, the Senate passed the Inflation Reduction Act on Saturday, August 8th 2022 which includes much of the sought-after Democratic priorities on drug negotiations and continued Affordable Care Act subsidies. The bill will allow Medicare to negotiate drug prices for the first time for 10 high-cost drugs that have yet to be identified starting in 2026. The bill also aims to keep Medicare drug prices from rising faster than inflation and would give Medicare recipients free vaccines starting in 2023.
